Job summary/Purpose
Responsible for the preparation and submission of detailed design and construction information, preparation of technical viabilities, secure planning and technical approvals and provide technical support throughout the build process. The successful candidate will demonstrate in-house design experience, the ability to manage an external consultant team and work proactively with local planning authorities to deliver commercially viable design solutions and quality placemaking principles.
In addition, the Senior Design & Planning Executive must offer advanced design, technical and planning skills to aid with the retention and development of the Design Team.
Primary Responsibilities
Health, Safety & Environment
- Clear understanding of CDM, BSA, Health, Safety and Environmental regulations and demonstrate a working knowledge of how these should be incorporated into designs and site delivery
- Implement a high level of CDM and take action to design out risk
- Maintain a good understanding of environmental and ecological constraints to development and ensure that appropriate mitigation is undertaken
- Input into LEADR and Site-Specific Environmental Action Plans
- Support the Technical team on all aspects of implementation on Taylor Wimpey CDM, EMS and BSA processes and procedures
Land, Planning and Community Engagement
- In-depth knowledge and understanding of the planning system, changes in legislation and policies
- Manage community consultations and engagement on planning applications
- Scope, tender, appoint the appropriate consultant team required to prepare successful applications and appeals
- Secure planning approval for well-designed, commercially viable and compliant schemes
- Ensure planning applications are optimised and meet the needs of our customers and all areas of the business
- Appraise all supporting planning reports and drawings to ensure they respond appropriately to site specific planning journey
- Contribute to the evaluation and appraisal of development opportunities to purchase new sites
- Contribute to site specific planning, technical and commercial viability reports
- Demonstrate a thorough understanding of the importance of viability in the negotiation and delivery of development
- Responsible for the discharge of planning conditions in response to programme
Pre- Development Management
- Produce site layouts and design packages to support land viability exercises, planning applications and detailed design
- Work with the project team to add value and secure consents that promote sustainable design solutions and is in accordance with Taylor Wimpey Placemaking Charter
- Liaise with internal colleagues and functions to ensure the scheme meets business requirements
- Understanding of current and future Building Regulations
- Ensure the design of schemes is compliant with all external requirements (Building Regs, TW Technical Bulletins, Water Authority, Highway Authority, NHBC etc)
- Liaise and negotiate with Statutory Authorities, Local Planning Authorities, Highways, Consultants etc. to ensure projects achieve the set objectives and programmes.
- Liaise with engineers to ensure accurate technical solutions are produced and value engineering has been completed
- Design economically and understand the commercial and programming impact of design decisions
- Produce & co-ordinate high quality designs, utilising TW standard products and details
- Effectively manage the external consultant team and track professional fees against the project fee budgets
- Deliver designs and supporting information in line with the department’s standards and project milestones e.g. concept, pre-tender, site and sales pre-start meetings.
- Understanding of affordable housing requirements, policy and contracts
Development Management
- Provide prompt and accurate technical support and guidance for regional site and office-based operations
- To co-ordinate and manage technical site and product documentation
- Liaise with site and NHBC to resolve technical and/or design queries
- Prepare and maintain legal plans
General
- Ability to self-motivate, demonstrate ownership and problem solve
- Must be able to communicate well at all levels
- Carry out responsibilities in-line with Company’s Operating Framework
- Attend all meetings required under the Company’s Operating Framework
- Manage projects in-line with business forecasts and targets
- Any other duties as required by the Technical Director
Experience, Qualifications, Technical Requirements
- Degree level qualification in a Planning or Architectural-related subject or where transferable skills can be demonstrated
- Previous experience with another developer/housebuilder or Consultancy
- At least five years’ experience with a Planning and Development background
