Job Summary
Senior Commercial Manager is a key senior position in our Commercial team based in our East Scotland regional office. The Commercial team manage our estimating, procurement, and quantity surveying. This is a challenging and rewarding role in one of our busiest regions.
We are looking for an ambitious experienced housebuilding commercial professional considering the next step in their career. You will be an effective, credible colleague who can work collaboratively with our other departments, external consultants, and our specialist subcontractors and suppliers, and positively represent the Commercial team both internally and externally.
Primary Responsibilities
- Reporting to the Commercial Director you will be expected to protect and enhance value, manage risk, and influence decisions at leadership level,
- Lead and manage the commercial team to deliver consistent high performance and cost discipline, setting standards, improving processes, and adopting best practice.
- Provide strategy and focus, setting operational targets and goals ensuring plans are in place to deliver those goals.
- Manage, motivate, and coach the commercial team taking an active involvement in creating succession and resilience in the team through recruitment, training, development, performance and succession planning.
- Be a prominent manager within the regional business providing advice, assistance, reporting and assuming responsibility for departmental activity, complex situations, audit, and other higher profile situations with a rounded approach to managing challenges and issues.
- Develop a strong network and relationships across our UK regional businesses with an aspiration to work at Director level in the future.
- Lead commercial input into land purchase viabilities, bids and disposals.
- Ensure compliance with all control procedures and deadlines set down in the TWUK Commercial Manual, Operating Framework, and Finance, PMIP and HSE processes.
- Ensure the Land team with LPE’s, estimating and completing land purchase exercise viabilities and financial packs.
- Ensure subcontractor and supplier payments are made accurately and on time with any payment disputes resolved timeously.
- Ensure Cost & Value Reconciliation (CVRs) are prepared and reviewed for each development and presented at the Profit & Loss meeting, scrutinising and testing the cost to date, estimated final cost, and all cost movements.
- Identify and minimise any cost excesses, and pursue and maximise any cost saving or value improvement opportunities.
- Ensure compliance with contract conditions and manage any contractual queries or disputes with subcontractors.
- Maintain a close relationship with our Finance team ensuring obligations are met in terms of forecasting, cashflow and payments.
- Manage the provision of spend forecast for Budgeting (P1 & P3), and monthly Work In Progress (WIP) commitment to ensure build / sales / spend balance is maintained.
- Maintain a close relationship with the production and technical teams and a detailed knowledge of our sites, ensuring all developments are visited regularly and providing support at site meetings as required.
- Work closely with the production and technical teams to promote and monitor cost control throughout the development cycle.
- Lead the Groundworks and specialist subcontract procurement cycle for our developments working closely with our technical team and external consultants.
- Ensure site budgets for our developments are robust, accurate and completed on time.
- Ensure all subcontract, material and plant orders and contracts are awarded on time.
- Liaise with subcontractors in order to ensure sufficient resources are available and deployed in accordance with the production programme.
- Assist in the monitoring and evaluation of subcontractor and supplier performance. Ensure that all specifications are complied with and that quality is not compromised.
- Work with our TWUK Group Procurement and Supply Chain team to manage compliance with national procurement agreements.
- Manage our closed site procedures including site adoption works and manage closed site cost provisions.
- Provide expert competency level on our COINS construction management software, our core business system.
Experience, Qualifications, Technical Requirements
- Ideally hold a BSC in Quantity Surveying, with 8+ years post graduate experience in housebuilding. Preferably a member of RICS or CIOB.
- Good knowledge of Building Regulations, NHBC and Health & Safety requirements.
- Articulate, numerate, analytical, influential with strong communication, presentation and negotiation skills.
- Excellent IT skills with COINS expertise.
