Job Summary

We are looking to recruit an experienced Buyer to join the Commercial team in our East Scotland regional business that builds over 600 new homes a year mainly across Fife, Edinburgh and the Lothians.

The role of Buyer is a key position in our Commercial team that includes Estimating, Procurement, and Quantity Surveying.  This is a challenging and rewarding role for an ambitious professional looking to take the next step in their career.  You will be an effective, credible colleague who can work collaboratively with our other departments, external consultants, and our specialist subcontractors and suppliers, and positively represent the Commercial team both internally and externally.

 

Primary Responsibilities

Primary responsibilities will be to source and procure contractors, materials and services for our housing developments.  You will be required to:

  • Complete training and reach expert competency level on our COINS construction management software, our core business system.
  • Build and maintain strong supplier and subcontractor relationships.
  • Liaise with our suppliers and subcontractors to ensure sufficient resources and products are available and deployed to support our production team in accordance with the build programme.
  • Attend key meetings including Pre-Tender, Pre-Award and Pre-Start.
  • Ensure all subcontract, material and plant orders and contracts are awarded on time.
  • Ensure compliance with all control procedures and deadlines set down in our Commercial, Operating, and HSE procedures.
  • Ensure compliance with Group purchasing agreements.
  • Liaise with the Estimating & Quantity Surveying teams to prepare site budgets for new developments ensuring they are fully inclusive, accurate and completed on time.
  • Ensure compliance with contract conditions and manage any contractual queries or disputes with subcontractors.
  • Assist in the monitoring and evaluation of contractor and supplier performance.  Ensure that all specifications are complied with, that quality is not compromised, and help resolve any delivery or quality issues
  • Work closely and build close relationships with the production and technical teams to promote and monitor site cost control throughout the development cycle.
  • Any other duties as required by the Senior Buyer, Senior Commercial Manager or Commercial Director

Experience, Qualifications, Technical Requirements

  • Previous experience in a buying or procurement role, ideally within construction or housebuilding
  • Articulate, numerate, analytical with strong communication and negotiation skills.
  • Good knowledge of Building Regulations, NHBC standards and Health and Safety legislation.
  • Good working knowledge of construction contract law and its practical application
  • Excellent IT skills (working knowledge and experience of COINS preferred).
